Consultant Services – Policy Development

Windham County Lead Hazard Control Program

The Windham County Lead Hazard Control Program is seeking proposals from qualified consultants to assist the program with the development and creation of policies and procedures necessary to support the administration and implementation of the Lead Hazard Control Program.

The selected consultant will work with the Program Manager and appropriate program staff to review current practices, identify policy needs, and develop clear, comprehensive, and practical policies and procedures that support program operations and compliance with applicable requirements.

Scope of Services

The consultant may be asked to assist with:

  • Reviewing existing Lead Hazard Control Program practices, procedures, and documentation;
  • Identifying policy and procedural needs;
  • Developing and/or updating written policies and procedures;
  • Ensuring policies are clear, consistent, and appropriate for program operations;
  • Assisting with implementation and organization of the policies; and
  • Providing recommendations and guidance to program staff as needed.

The specific scope of work will be finalized with the selected consultant based on the needs of the program.

Proposal Requirements

Interested consultants should submit a written proposal that includes:

  • Consultant or company name and contact information;
  • Relevant experience and qualifications;
  • Experience developing policies and procedures, preferably for government, housing, environmental, or grant-funded programs;
  • Proposed approach and scope of services;
  • Estimated timeline for completion;
  • Fee structure and total proposed cost; and
  • At least two professional references, if available.

Proposals must be received no later than September 10, 2026.
