Free Lead-Based Paint Training & Certification
Through limited-time grant funds, Windham County is offering free training and certification in Lead Abatement Supervisor and Worker and RRPM (Renovation, Repair, Painting, and Maintenance), as part of a capacity-building effort to expand lead-safe work across Vermont. This training is free for anyone who lives or works in Vermont.
For large groups interested in hosting a private class or registering together, contact a training provider directly to find dates and times that work for you.

Abatement Supervisor and Worker
- Lead-Edu- Training costs are covered at checkout. Simply confirm that you live or work in Vermont and enter coupon code LeadSafeVT during registration. Worker certification is a 3-day hybrid course, and Supervisor certification is a 4-day hybrid course. Both include 1 in-person day. In-person locations are in Vermont (Winooski and Brattleboro) and New Hampshire (Claremont and Concord).
RRPM (Renovation, Repair, Painting, and Maintenance)
- Evergreen Environmental- Training cost is covered at checkout when you enter coupon code LeadSafeVT during registration. This 1-day class is offered monthly in Montpelier or Winooski.
- Lead-Edu- Grant-funded support is now limited. Please contact us directly to confirm eligibility and receive your code. This 1-day class is offered regularly, multiple times each month, in Vermont (Winooski and Brattleboro) and New Hampshire (Claremont and Concord).
For all other training providers, contact us before registering to ensure reimbursement

What Type of Work Falls Under the RRPM Regulations?
The RRPM regulations apply to all pre-1978 housing (rented or owner-occupied) and child-occupied facilities, and to anyone who is a painter, carpenter, plumber, electrician, weatherization or window replacement contractor, landlord, property manager, or anyone else who disturbs painted surfaces in pre-1978 housing and child-occupied facilities.
Lead-Safe RRPM licenses are required for work done for compensation that will disturb more than:
- 1 square foot per interior room
- 20 square feet per exterior surface
For rental housing and childcare facilities, Lead-Safe RRPM licenses are required for work that will disturb more than:
- 1 square foot per interior room
- 1 square foot per exterior surface
What Type of Work Falls Under the Abatement Regulations?
You need a license if you perform lead abatement work in Vermont.
Abatement is any set of measures designed to eliminate lead hazards permanently in accordance with standards established by appropriate state and federal agencies. Including:
- The removal of lead-based paint and lead-contaminated dust
- Containment or encapsulation of lead-based paint
- The replacement of lead-painted surfaces or components
- The removal or permanent covering of lead-contaminated soil
- All preparation, cleanup, disposal, and post-abatement clearance testing activities associated with such measures.
- Removing lead bearing components with the intent of permanently eliminating existing lead-based paint hazards is considered abatement
