POSITION DESCRIPTION
Reports to: Program Coordinator, Kate Kirkwood and Windham County Sheriff, Mark Anderson Employment
Details: Full-time (40 hours/week), based in Brattleboro, VT at the Windham County Sheriff’s Office. This role is approximately 50% office-based and 50% field-based.
Salary: Negotiable; with benefits. This position is currently funded for 156 weeks, with strong potential for continued funding.
POSITION OVERVIEW
The Program Manager (PM) will lead the day-to-day implementation of policies and procedures to support the development of a full-scale Lead Hazard Control and Healthy Homes (LHCHH) program expected to launch within the next 2–3 years. This position is critical to building capacity across Windham County’s 23 towns and cities to reduce childhood lead poisoning. The Program Manager will work closely with the Program Coordinator, Project Director, Fiscal Officer and the Outreach and Marketing Specialist at the Windham County Sheriff's Office to ensure sound budgeting, tracking, and reporting practices. Intermediate computer proficiency and the ability to read and follow budgets are essential for this role. This individual will also engage with contractors, landowners, and stakeholders to promote lead safety, organize training and outreach efforts, and build relationships that support the program’s long-term goals.
KEY RESPONSIBILITIES
1. Administrative & Budget Oversight (25%)
• Collaborate with Outreach and Intake Coordinator and other team members to develop and plan initiatives.
• Attend community meetings to promote the program.
• Review budgets, track expenditures, and support financial reporting in collaboration with the Fiscal Officer.
• Assist in developing procedures for intake, contractor training, and remediation protocols.
• Use basic computer programs (e.g., Microsoft Office, email, shared documents) to manage and communicate program data.
2. Direct Service & Community Engagement (50%)
• Attend health fairs, school events, and other public gatherings.
• Deliver outreach presentations to families and caregivers.
• Promote and support contractor training and certification classes.
• Build partnerships with local organizations, home health agencies, and regulatory bodies.
• Assist in creating a pipeline of eligible properties and certified abatement professionals.
3. Program Awareness & Outreach (25%)
• Coordinate mobile blood lead level testing events.
• Manage outreach campaigns including social media and website updates.
• Present at public forums, distribute program materials, and maintain visibility in the community.
QUALIFICATIONS
• Experience in program management, public health, or community-based initiatives.
• Comfort with basic computer tasks (e.g., word processing, spreadsheets, email) is required.
• Ability to read, interpret, and follow program budgets.
• Strong organizational and communication skills.
• Ability to work with government agencies, contractors, and diverse communities.
• Experience with lead hazard control or healthy homes work preferred.
• Spanish/English bilingual skills highly desirable.
• Must be able to travel for local and occasional out-of-state training

WORK ENVIRONMENT
This position includes office-based work, local travel, field visits, and community event participation. Occasional evenings and weekends are required.
