Who Can Apply?

Windham County Lead Hazard Control and Healthy Homes Capacity Building Program, funding is available to:

  • Property owners and landlords renting to low/moderate income families in Windham County.  Eligible Housing Providers may receive financial assistance to address lead hazards in rental units, ensuring that tenants have access to safer living conditions. Funding can be used for lead paint removal, remediation, and other improvements that contribute to healthier housing. Properties must have been built before 1978 to qualify for lead hazard control funding. The Windham County LHC Capacity Building Program is going to be creating a waiting list of properties scheduled for Abatement in 2026/2027.
  • Homeowners who meet income eligibility requirements and need lead hazard reduction services. Homeowners struggling with lead-based paint risks or other housing-related health hazards may qualify for grants to make necessary home improvements, creating a safer environment for their families. Homes must have been built before 1978 to be eligible for lead hazard mitigation.
  • Contractors and housing professionals interested in participating in lead hazard control projects. Licensed and certified contractors specializing in lead hazard remediation can apply to be part of the program, providing essential services to improve housing conditions across Windham County.
